SIPRI Releases New International Arms Production Data

The Stockholm International Peace Research Institute (SIPRI) reports that sales of arms and military services by the largest arms-producing companies—the SIPRI Top 100—continued to increase in 2010 to reach $411.1 billion. The total arms sales (including sales of military services) of the SIPRI Top 100 maintained their upward trend in 2010, although at 1 per cent in real terms, the increase was much slower than in 2009. Over the period since 2002, the increase has been 60 per cent in real terms. Arms-producing and military services companies from North America and Western Europe once again dominated the list (which however does not include China-based companies). Sales by the 44 US-based companies accounted for over 60 per cent of all arms sales by the Top 100 arms-producing companies in 2010. The 30 companies based in Western Europe accounted for a further 29 per cent. The global arms industry continues to be highly concentrated, with the top 10 arms-producing companies accounting for 56 per cent, or $230 billion, of total Top 100 arms sales. President Obama Signs Exec. Order Creating Interagency Trade Enforcement Center

President Obama has signed Executive Order _ to establish within the Office of the United States Trade Representative (USTR) an Interagency Trade Enforcement Center. The Center will:

  • Serve as the primary forum within the Federal Government for USTR and other agencies to coordinate enforcement of U.S. trade rights under international trade agreements and enforcement of domestic trade laws;
     
  • Coordinate among USTR, other agencies with trade related responsibilities, and the U.S. Intelligence Community the exchange of information related to potential violations of international trade agreements by our foreign trade partners; and
     
  • Conduct outreach to U.S. workers, businesses, and other interested persons to foster greater participation in the identification and reduction or elimination of foreign trade barriers and unfair foreign trade practices.

Commerce/ITA's Civil Nuclear Trade Advisory Committee to Meet March 12

(77 Fed. Reg. 12008) - The U.S. Department of Commerce's International Trade Administration (Commerce/ITA) has announced that its Civil Nuclear Trade Advisory Committee (CINTAC) will meet in open session on Monday, March 12, 2012, 3:00 to 4:00 p.m. EST, in Room 4830, U.S. Department of Commerce, Herbert Clark Hoover Building, 1401 Constitution Ave. NW., Washington, DC 20230. The proposed agenda for the meeting includes:

  • International Trade Administration's Civil Nuclear Trade Initiative Update.
     
  • Civil Nuclear Trade Promotion Activities Discussion.
     
  • Public comment period.

Earth Science Subcommittee of NASA Advisory Council's Science Committee to Meet March 21-22

(77 Fed. Reg. 12086) - The National Aeronautics and Space Administration (NASA) has announced that the Earth Science Subcommittee of the NASA Advisory Council's Science Committee will meet on Wednesday, March 21, 2012, 8:30 a.m. to 5:00 p.m. and Thursday, March 22, 2012, 8:30 a.m. to 2:00 p.m. EST at NASA Headquarters, 300 E Street, SW., Rooms 8R40 and 7H45 respectively, Washington, DC 20546. USAF Cancels Super Tucanos; Investigates

AviationWeek.com, Feb. 28 - Citing concerns with the procurement process, the U.S. Air Force has canceled Sierra Nevada Corp.’s (SNC) $355 million contract to supply 20 Embraer AT-29 Super Tucano light attack aircraft for operation by the Afghan air force. The decision to set aside the contract is a victory for Hawker Beechcraft (HBC), which took the Air Force to court after its offer of the AT-6 aircraft was disqualified, leaving SNC as the only bidder for the Light Air Support (LAS) program.

NATO Members Plan for Smaller Defense Budgets

DefenseNews.com, Feb. 28 - With defense budgets continuing to shrink, NATO will only be able to achieve its future security goals if it strictly prioritizes its resources, a top U.S. defense official said at a Feb. 28 NATO meeting in Washington, D.C. “At a time when members are shedding force structure, the alliance must guard against the assumption that the United States will always be able to provide the required enabling capabilities,” James Miller, acting U.S. undersecretary of defense for policy, said. “Such over-reliance on one member — on any one member — is not healthy for a multinational alliance.”

Obama Signs Order Targeting Unfair Trade Practices

Wall Street Journal.com, Feb. 28 - President Barack Obama signed an order Tuesday to create a task force to target unfair trade practices in countries such as China, as part of a strategy to more aggressively protect U.S. business interests abroad. The executive order represents "a more aggressive 'whole-of-government' approach to getting tough on trade enforcement," a White House official said. "I'm creating a Trade Enforcement Unit that will bring the full resources of the federal government to bear to investigate and counter unfair trade practices around the world, including by countries like China," Mr. Obama said in prepared remarks to a United Auto Workers convention in Washington. Carlisle: USAF Must Use New Technology for Training

DefenseNews.com, Feb. 28 - he U.S. Air Force must adopt new technology to train its pilots to defeat its adversaries as potential threats to U.S. airpower evolve, a top service official said Feb. 28. “As our threat has evolved, and we have to deal with this threat that moves forward, we have to evolve in our technology, and our tactics, techniques and procedures,” said Air Force Lt. Gen. Herbert “Hawk” Carlisle, deputy chief of staff for operations, plans and requirements. The Distributed Mission Operations-Live Virtual Constructive (DMO-LVC) capability is a classic example of dealing with emerging threats, Carlisle said.
