1. BIS Posts Video and Slide Presentations from Update 2009 Conference

 

The U.S. Department of Commerce’s Bureau of Industry and Security (BIS)  has posted on its website  video and slide presentations from the Update 2009 Conference on Export Controls and Policy, held September 30-October 2, 2009 in Washington, D.C.

 


2. USITC Initiates Investigation on Exports by Small and Medium-Sized Enterprises

 

 (74 Fed. Reg. 62812)  – The U.S. International Trade Commission (USITC) has launched the second of three studies that will examine the extent and composition of U.S. exports by small and medium-sized enterprises (SMEs) and factors that may disproportionately impede U.S. SME exports. The USITC, an independent, nonpartisan, factfinding federal agency, is conducting the investigations in response to a request from the U.S. Trade Representative (USTR), received in a letter on October 6, 2009. This second report will analyze the performance of U.S. SME firms in exporting compared to SMEs exporting in other leading economies. As one way of comparing the performance of U.S. SMEs to those in other countries, the Commission will compare the exporting activity of SMEs in the United States and the European Union (EU) and analyze the distinctions between U.S. and EU firms in terms of sectoral composition, firm characteristics, and exporting behavior. It will also identify barriers to exporting noted by U.S. SMEs and strategies used to overcome special constraints and reduce trade costs, as well as the benefits to SMEs from increased export opportunities, including free trade agreements and other trading arrangements. The USITC will deliver the report to the USTR by July 6, 2010. The USITC will hold a hearing in connection with this investigation in Washington, DC, on February 9, 2010 (carrying over to February 10 if needed), and will consider holding two field hearings outside of Washington, DC. Requests to appear at the Washington hearing should be filed no later than 5:15 p.m. on January 26, 2010, with the Secretary, U.S. International Trade Commission, 500 E Street SW, Washington, DC 20436. Written submissions (one original and 14 copies) should be addressed to the Secretary of Commission at the above address and should be submitted at the earliest practical date, but no later than 5:15 p.m. on March 26, 2010.

 


3. U.S. Customs Proposes to Close Drawback Center at Port of L.A.-Long Beach

 

 (74 Fed. Reg. 62715)  – The U.S. Department of Homeland Security’s Bureau of Customs and Border Protection (CBP) is proposing to amend 19 C.F.R. Part 101 to reflect a planned closing of the CBP drawback center at the Port of Los Angeles-Long Beach (“Los Angeles”), California. CBP believes that the further consolidation in the number of drawback processing centers from five to four is necessary because of decreases in claim filings and drawback claim values at the Los Angeles center. This proposed closure of this drawback center is intended to conserve resources, increase efficiency, exercise fiscal responsibility, and promote greater uniformity in the processing of drawback claims. Interested persons have thirty days to submit comments on this proposed closing. .

 


4. USTR Seeks Applicants for NAFTA Binational Panels

 

 (74 Fed. Reg. 62878)  The Office of the U.S. Trade Representative (USTR) is seeking applicants to serve on the binational panels convened to review final determinations in antidumping or countervailing duty (“AD/CVD”) proceedings and amendments to AD/CVD statutes of a North American Free Trade Agreement (“NAFTA”) Party. Chapter 19 of NAFTA provides for the establishment of a roster of individuals to serve on binational panels. Applications are invited from eligible individuals wishing to be included on the roster for the period April 1, 2010, through March 31, 2011, and should be received no later than December 16, 2009. .

6. Indian, U.K. Companies To Jointly Bid on Indian Vehicle Programs

 

  DefenseNews.com  , Nov. 30 - India's Mahindra & Mahindra and Britain's BAE Systems will form a joint venture to compete for sales of light strike vehicles to the Indian Army. A senior executive of Mahindra & Mahindra, an automobile manufacturer that is part of the Mahindra Group, said the joint venture has been approved by India's Foreign Investment Promotion Board. Mahindra & Mahindra is to initially invest $21.25 million over a three-year period. The Indian company will have a 74 percent equity stake in the joint venture and the remaining 26 percent will be held by BAE. The joint venture will be headquartered here, with a manufacturing facility built south of Faridabad, just outside of Delhi, according to a Nov. 30 news release.
