2. President Obama Continues National Emergency with respect to the Former Liberian Regime of Charles Taylor
               
(76 Fed. Reg. 43801) – In accordance with section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)), President Obama is continuing for 1 year the national emergency declared in Executive Order 13348 to deal with the unusual and extraordinary threat to the foreign policy of the United States constituted by the actions and policies of former Liberian President Charles Taylor and other persons, in particular their unlawful depletion of Liberian resources and their removal from Liberia and secreting of Liberian funds and property, which have undermined Liberia's transition to democracy and the orderly development of its political, administrative, and economic institutions and resources.
 
3. Commerce/ITA Announces Renewable Energy and Energy Efficiency Trade Mission to Turkey on December 4-10, 2011
 
(76 Fed. Reg. 43654) – The U.S. and Foreign Commercial Service of the U.S. Department of Commerce’s international Trade Administration (ITA) is organizing a Renewable Energy and Energy Efficiency Trade Mission to Turkey on December 4-10, 2011. Led by a senior Department of Commerce official, the mission will include representatives from a variety of U.S. firms specializing in the following product areas:
  • Wind Turbines;
  • Geothermal Exploration, Drilling and Geophysical Engineering Services;
  • Geothermal Power Plant Equipment;
  • Biomass Power Generation;
  • Hydroelectric Power Plant Equipment Supply;
  • Solar Power Generation Systems;
  • Cogeneration Systems;
  • Energy Efficiency Systems and Solutions;
  • Fuel Cells, Heat Pumps Exc.
Recruitment for the mission will begin immediately and conclude no later than October 17, 2011.

Washington Post.com, July 20 - The Pentagon is bracing for spending cuts far deeper than what it was expecting just a few weeks ago, including the possible elimination of an aircraft carrier group and other weapons programs, as an increasing number of lawmakers float proposals for slashing the once-sacrosanct defense budget.  Defense officials have been warning for months that the Pentagon must prepare for a new era of austerity after a long period of growth that has swelled military spending to its highest level, adjusted for inflation, since World War II.
 
5. New Front Set to Open in Tank Mergers
 
Financial Times.com, July 21 - Shrinking military budgets have long served as an incentive for European countries to look for cost-savings in equipment programmes. From joint projects to develop fighter jets and transport aircraft, to the more recent Franco-British proposals to share aircraft carriers, the trend has helped drive industrial partnership and outright consolidation in many spheres of the defence industry.  But one part of the industry in Europe has remained less affected by such initiatives. Manufacturers of the wheeled and tracked vehicles used by land forces have so far avoided much of the consolidation that has taken place in – for example – the defence aerospace sector. But as defence budgets are subjected to a further tightening, will these outliers on the Continent be able to hold out?
 
6. IMF Casts Doubt on Renminbi Rise
 
Financial Times.com, July 21 - A substantial appreciation of the Chinese renminbi would have little effect on trade and growth in the rest of the world even if accompanied by other economic liberalisation, according to the International Monetary Fund.  In its annual report on the Chinese economy, the IMF said a 20 per cent trade-weighted appreciation in the renminbi – a level similar to that demanded by many American lawmakers – would increase growth in the US economy by between 0.05 and 0.07 percentage points.  [Editor’s Note:  Click herefor this IMF report.]
 
7 Future of Spaceflight? NASA Is Outsourcing the Job
 
New York Times.com& Associated Press, July 20 - How America gets people and stuff into orbit is about to be outsourced in an out-of-this-world way.  With the space shuttle's retirement Thursday, no longer will flying people and cargo up to the International Space Station be a government program where costs balloon. NASA is turning to private industry with fixed prices, contracts and profit margins. The space agency will be the customer, not the boss.  At least when it comes to the routine part of going to and from the space station, NASA hopes to rely on companies that will be the space version of FedEx and Yellow Cab.
 
8. Work Intensifies on Endurance UAVs
 
AviationWeek.com, July 20 - Extreme endurance is a desirable quality for an unmanned aerial vehicle (UAV). Very-long-endurance UAVs reduce landings and takeoffs, reducing the need for ground crews. They can be based far from an area of operations, where crews are not subject to attack. Long endurance also translates into responsiveness, if the vehicle can be loitering for days close to an area of interest.  However, there are challenges. Few heavier-than-air vehicles have demonstrated true multi-day endurance—Boeing’s Condor in the 1980s, QinetiQ’s small solar-powered Zephyr series, Burt Rutan’s round-the-world experimental aircraft and AeroVironment’s solar vehicles.
