1. State/DDTC Posts Nine New Name/Address Change Notices
 
The U.S. Department of State's Directorate of Defense Trade Controls (State/DDTC) has posted on its website the following nine new name/address change notices:
2. Commerce/ITA Reports Export-Related Jobs Surge in 2010
 
The U.S. Department of Commerce’s International Trade Administration (ITA) yesterday released a reportfinding that U.S. exports supported an estimated 9.2 million jobs in 2010, up from 8.7 million in 2009.  For every billion dollars of exports, over 5,000 jobs are supported.  New data also shows employment supported by manufactured exports plays a significant role in many states.  Twenty-one states each counted over 100,000 jobs supported by manufactured exports in 2009, with two states registering more than a half-million – California at 616,500 jobs, and Texas at 538,500 jobs.  The value of exports that support one job was $181,000 in 2010, an increase of $17,000, or 10 percent from the 2009 figure, as export prices and productivity have strengthened.
 
3. USITC Proposes Changes Its Rules of Practice and Procedure to Implement New Electronic Filing Requirements
 
(76 Fed. Reg. 39749) - The United States International Trade Commission (USITC) proposes to amend its rules of practice and procedure concerning rules of general application, safeguards, antidumping and countervailing duty, and adjudication and enforcement. The amendments are necessary to implement a new Commission requirement for electronic filing of most documents with the agency. The intended effects of the proposed amendments are to increase efficiency in processing documents filed with the Commission, reduce Commission expenditures, and conform agency processes to Federal Government initiatives.  Interested persons have until Aug. 5, 2011, to submit comments.
 
(76 Fed. Reg. 39757) – The United States International Trade Commission (USITC) proposes to issue a Handbook on Filing Procedures to replace its Handbook on Electronic Filing Procedures. The revision is necessary to implement a new Commission requirement for electronic filing of most documents with the agency. The intended effects of the proposed change are to increase efficiency in processing documents filed with the Commission, reduce Commission expenditures, and conform agency processes to Federal government initiatives. Interested persons have until Aug. 5, 2011, to submit comments.
 
4. Commerce/BEA Aligns Regulations with Current Practices on Direct Investment Surveys
 
(76 Fed. Reg. 39260) – The U.S. Department of Commerce’s Bureau of Economic Analysis (Commerce/BEA) is amending 15 C.F.R. Part 806 to eliminate reporting requirements for several direct investment surveys that are no longer necessary because the information is collected on other surveys of direct investment conducted by BEA. The surveys that are
eliminated from the regulations are: a survey of foreign direct investment in the U.S. seafood industry, two schedules of expenditures for property, plant, and equipment of U.S. direct investment abroad, and two industry classification questionnaires. In addition, BEA is eliminating the reporting requirements for two surveys of new foreign direct investment in the United States. BEA suspended collection of these surveys in 2009 in order to align its international survey program with available resources. BEA is also making other minor revisions to its regulations to eliminate outdated information.
 
5. DoD/DSCA Notifies Congress of Possible Foreign Military Sale to Egypt Involving Co-Production of M1A1 Abrams Tanks
 
The U.S. Department of Defense’s Defense Security Cooperation Agency (DoD/DSCA) has notified the Congress that the Government of Egypt has requested a possible sale that includes 125 M1A1 Abrams tank kits for co-production, 125 M256 Armament Systems, 125 M2 .50 caliber machine guns, 250 M240 7.62mm machine guns, 125 AGT-1500 M1A1 series tank engines and transmissions, 120mm test cartridges, spare and repair parts, maintenance, support equipment, special tool and test equipment, personnel training and equipment, publications and technical documentation, U.S. Government and contractor engineering and logistics support services, and other related elements of logistics and program support. Articles may be provided in furtherance of a co-production agreement. The estimated cost is $1.329 billion.  The prime contractors will be General Dynamics in Sterling Heights, Michigan, Honeywell International Incorporated in Phoenix, Arizona, and Allison Transmission Motors in Indianapolis, Indiana.
 
6. NASA Inspector General Releases Report on Challenges Facing NASA in its Transition to Commercial Crew Transportation Services
 
NASA Inspector General Paul K. Martin has released a report that examined the significant challenges NASA must address as it seeks to acquire transportation services from commercial companies to carry astronauts to the International Space Station and low Earth orbit. These challenges include selecting the optimal acquisition strategy, modifying existing human-rating requirements to make them applicable to commercially developed systems, and establishing the appropriate insight/oversight model for commercial partner vehicle development.  Click herefor a copy of the report and herefor a video presentation by NASA OIG.
 
7. U.S. Government Trade Forms and Other Information Collections Open for Public Comment
 
(76 Fed. Reg. 39416) - Agency: U.S. Dept. of Homeland Security/U.S. Customs and Border Protection (CBP) - Title: Documentation Requirements for Articles Entered under Various Special Tariff Treatment Provisions - Agency Form No.:  None - Abstract: CBP is responsible for determining whether imported articles that are classified under Harmonized Tariff Schedule of the United States (HTSUS) subheadings 9801.00.10, 9802.00.20, 9802.00.25, 9802.00.40, 9802.00.50, and 9802.00.60 are entitled to duty-free or reduced duty treatment. In order to file under these HTSUS provisions, importers, or their agents, must have the declarations that are provided for in 19 CFR 10.1(a), 10.8(a), and 10.9(a) in their possession at the time of entry and submit them to CBP upon request. These declarations enable CBP to ascertain whether the statutory conditions and requirements of these HTSUS provisions have been satisfied. CBP proposes to add the declaration filed under HTSUS 9817.00.40 in accordance with 19 CFR 10.121 to this information collection. - Type of Review: Extension and revision - Deadline for Public Comment:  This proposed information collection was previously published in the Federal Register (76 Fed. Reg. 26750) on May 9, 2011, allowing for a 60-day comment period. This notice allows for an additional 30 days for public comments.

8. U.S. Hails Victory in Raw Materials Case Versus China
 
Reuters.com, July 5 - The U.S. Trade Representative's office on Tuesday welcomed what it called a "significant victory" in a World Trade Organization dispute over Chinese export restrictions on raw materials used for a variety of industrial products.  "China's extensive use of export restraints for protectionist economic gain is deeply troubling," U.S. Trade Representative Ron Kirk said in a statement.  "Today's panel report represents a significant victory for manufacturers and workers in the United States and the rest of the world," he said.

President Obama’s policy shift, announced in 2010, meant the cancellation of a government-owned rocket, the Ares 1. That move drew resistance from conservative Republicans such as Sen. Kay Bailey Hutchison of Texas and Sen. Richard C. Shelby of Alabama.
10. German Politicians Angered Over Saudi Tank Sale
 
DefenseNews.com & Agence France-Presse, July 5 - German opposition parties and even some ruling coalition members were up in arms July 5 over reports that the government wants to overturn its export rules and sell hundreds of tanks to Saudi Arabia.  This followed news reports that Saudi Arabia is about to buy 200 Leopard-2s, Germany's main battle tank, which is also produced under license in Spain.
 
11. U.K. Trade Group Fears Lost Industrial Capability
 
DefenseNews.com, July 5 - A spending moratorium on new defense programs is causing British industry to lose capability and as a consequence is harming Britain's wider strategic and economic interests, the chairman of the country's leading defense and security trade lobby group has warned.  Ian Godden, the chairman of ADS, hit out at the impact the government's upcoming procurement policy changes would have on local defense companies and suggested the military would be hard-pressed to even mount an operation like the Libya mission without a strong U.K. industrial base.
