1. State/DDTC Updates Approved Space Programs for COMSAT Exports to U.S. Allies
The U.S. Department of State's Directorate of Defense Trade Controls (State/DDTC) has updated the list of approved space programsfor COMSAT exports to allies under ITAR §123.27.
2. Iranian National Pleads Guilty in Plot to Export Illegally Missile Components and Radio Test Sets to Iran
The U.S. Department of Justice (DOJ) has announced that Davoud Baniameri, 38, of Woodland Hills, California, has pleaded guilty to two felony charges stemming from his efforts to illegally export missile components and radio test sets from the United States to Iran, via the United Arab Emirates. Specifically, Baniameri pleaded guilty to one count of conspiring to export goods and technology to Iran without a license or approval from the U.S. Department of Treasury, in violation of the International Emergency Economic Powers Act (IEEPA) and one count of attempting to export defense articles on the U.S. Munitions List from the United States without a license or approval from the U.S. Department of State in violation of the Arms Export Control Act (AECA). He faces a maximum penalty of 10 years in prison for violating IEEPA and a maximum of 20 years in prison for violating AECA and a maximum fine of $250,000 on each count. A written plea agreement contemplates a sentencing guideline range of 46 to 57 months imprisonment. Click herefor the DOJ press release that provides further details on this case.
3. BIS Corrects Time for Meeting of Subcommittee on Export Administration of President's Export Council (PECSEA)
(76 Fed. Reg. 31584) – The U.S. Department of Commerce's Bureau of Industry and Security (BIS) has corrected the start time for the June 9, 2011, meeting of the Subcommittee on Export Administration of the President's Export Council (PECSEA) originally announced at 76 Fed. Reg. 30647 (May 26, 2011). The meeting will start at 10:00 a.m. rather than 9:00 a.m. at the U.S. Department of Commerce, Herbert C. Hoover Building, Room 3884, 14th Street, between Pennsylvania and Constitution Avenues, NW., Washington, DC. Also, the agenda for the meeting has changed as follows:
4. OFAC Removes Taliban (Afghanistan) Sanctions Regulations
(76 Fed. Reg. 31470) - The U.S. Department of the Treasury's Office of Foreign Assets Control (``OFAC'') is removing from the Code of Federal Regulations the Taliban (Afghanistan) Sanctions Regulations, 31 C.F.R. Part 545, as a result of the termination of the national emergency and revocation of the Executive order on which Part 545 was based. Sanctions against the Taliban pursuant to Executive Order 13224 and the Global Terrorism Sanctions Regulations, 31 C.F.R. Part 594, remain in place.
5. Planetary Science Subcommittee of the NASA Advisory Council's Science Committee to Meet June 22
(76 Fed. Reg. 31641) - The National Aeronautics and Space Administration (NASA) has announced that the Planetary Science Subcommittee of the NASA Advisory Council's Science Committee will meet on Wednesday, June 22, 2011, 11:30 a.m., to 4:00 p.m., telephonically and by WebEx. Washington Post.com, May 31 - The Pentagon has developed a list of cyber-weapons and -tools, including viruses that can sabotage an adversary’s critical networks, to streamline how the United States engages in computer warfare. The classified list of capabilities has been in use for several months and has been approved by other agencies, including the CIA, said military officials who spoke on the condition of anonymity to describe a sensitive program. The list forms part of the Pentagon’s set of approved weapons or “fires” that can be employed against an enemy.
9. US Arms Makers Said Bleeding Secrets to Cyber Foes
Reuters.com, June 1 - Top Pentagon contractors have been bleeding secrets for years as a result of penetrations of their computer networks, current and former U.S. national security officials say. The U.S. Defense Department, which runs its own worldwide eavesdropping, spying and code-cracking systems, says more than 100 foreign intelligence organizations have been trying to break into U.S. networks.
10. Israeli Tycoons Under Fire for Trade With Iran
New York Times.com& Associated Press, May 31 - One of Israel's wealthiest families has kicked up a furor for doing something the country's leaders have campaigned against for years: trading with Iran. The Ofer Brothers Group is now facing a widespread public backlash, fueled not only by its alleged dealings with Israel's fiercest foe but also by popular sentiment against the fabulously rich and new friction between Israel and the U.S. over the affair. . . . Last week, their reputation took a major hit when the Ofer Brothers were among seven foreign companies sanctioned by the U.S. for doing business with Iran that helps fund its nuclear program. The Ofers were accused of selling an oil tanker to Iran through a Singapore subsidiary.
