1. BIS Extends Denial Order Against Mahan Airway and Gatewick LLC
The U.S. Department of Commerce's Bureau of Industry and Security (BIS) has issued an Order renewing for 180 days the Order Temporarily Deny Export Privileges against Mahan Airways. This new Order also makes the temporary denial order applicable to Gatewick LLC. This action arises out of allegations that Mahan Airways was involved in the re-export of Boeing 747 aircraft to Iran. 2. National Defense Stockpile Market Impact Committee Seeks Public Comment on Proposed Stockpile Disposals for FY 2012
(75 Fed. Reg. 54852) - The National Defense Stockpile Market Impact Committee, co-chaired by the Departments of Commerce and State, is seeking public comments on the potential market impact of the proposed disposal levels of excess materials for the Fiscal Year (FY) 2012 Annual Materials Plan. Interested persons have until October 12, 2010, to submit their written comments.
3. President's Export Council Subcommittee on Export Administration (PECSEA) Extends Deadline for New Private-Sector Member Applications
(75 Fed. Reg. 54857) - On August 6, 2010, the President's Export Council Subcommittee on Export Administration (PECSEA) announced in the Federal Register (75 Fed. Reg. 47548) that it was seeking new private-sector members. PECSEA has extended the deadline for candidate applications to October 6, 2010.
4. USTR Extends Hearing Date for 2009 GSP Annual Review to Sept. 28
(75 Fed. Reg. 54939) – On August 11, 2010, the Office of the U.S. Trade Representative (USTR) published a notice in the Federal Register (75 Fed. Reg. 48737) announcing a public hearing to consider country practices petitions received in the 2009 Annual Review under the Generalized System of Preferences (GSP) program. This notice announces a change in the hearing date and location, from September 24, 2010, to September 28, 2010. The hearing will now be held at 1724 F Street, NW., Washington, DC, beginning at 9:30 a.m.
5. Meeting of the Advisory Committee of the Export-Import Bank of the United States Set for September 21
(75 Fed. Reg. 54875) – The Export-Import Bank of United States has scheduled a meeting of its Advisory Committee on Tuesday, September 21, 2010, from 1:00 p.m. to 4:00 p.m. at Ex-Im Bank Headquarters, Main Conference Room 1143, 811 Vermont Avenue, N.W., Washington, DC 20571. The agenda for the meeting includes a legislative update and Bank response to the recommendations made by the Advisory Committee to the Competitiveness Report to Congress.

8. S Korea Joins US-Led Sanctions, Bans Some Financial Dealings with Iran
Washington Post, Sept. 9 - South Korea said Wednesday that it will ban unauthorized financial dealings with Iran and impose other penalties as part of a U.S.-led campaign to enforce sanctions against the country over its disputed nuclear enrichment program. Seoul targeted 102 entities, including the Iranian Revolutionary Guard Corps and the Islamic Republic of Iran Shipping Lines, as well as 24 individuals, Foreign Ministry spokesman Kim Young-sun said. The measures bar unauthorized foreign exchange transactions with the targets of the measures, halt existing banking relations and prohibit the opening of new branches or representative offices in South Korea, Kim said. The individuals named are also banned from entering South Korea, Kim said.
9. Exports Are Sending Out Worrying Signals
Wall Street Journal, Sept. 9 - U.S. exports have undergone the kind of V-shaped recovery that has so far eluded the broader economy. Now, even this bright spot may be starting to dim. Exports surged by 23% through May from their trough in April 2009, helping along the recovery in corporate earnings and U.S. gross domestic product. In June, however, that rebound took a pause. Exports slipped by $2 billion from the prior month to $150.5 billion. The Commerce Department will release July figures on Thursday. Certainly, one month doesn't a trend make. Indeed, exports are expected to rebound somewhat in July. But there are signs that export demand in the second half of this year won't match earlier strength.
10. Steelworkers Accuse China of Violating Trade Rules
New York Times, Sept. 9 - The United Steelworkers union plans to file a legal case with the Obama administration on Thursday, accusing China of violating World Trade Organization rules by subsidizing exports of clean energy equipment, the union’s president and his advisers said. The filing, more than 5,000 pages long and 18 inches thick, contends that the central government in Beijing and China’s provincial governments have used land grants, low-interest loans and dozens of other measures that violate W.T.O. rules. The union says the violations have helped Chinese companies expand their share of the world market for wind turbines, solar panels, nuclear power plants and other clean energy equipment, at the expense of jobs in the United States and elsewhere. The filing asks the Obama administration to begin formal proceedings at the W.T.O. in Geneva to force China to repeal the subsidies.
11. BAE Systems to Cut 740 British Jobs
Reuters, Sept. 9 - BAE Systems (BAES.L) plans to shed 740 jobs in its military aerospace business in Britain, it announced on Thursday, ahead of the government's defence spending review. "We have made an announcement within our UK Military Air Solutions business this morning which relates to the beginning of a consultation process around a proposed 740 job losses from five of our UK sites," a BAE spokeswoman said on Thursday. Europe's largest defence contractor said the cuts come as a result of workload changes and will enable it to maintain a lean and efficient business in the future. "A programme of rationalisation and efficiencies remains ongoing," BAE said. The Unite union said the cuts would be made across BAE's military aircraft sites at Brough, Chadderton, Farnborough, Samlesbury and Warton. The union said a further 206 jobs would go at BAE's Systems Integrated System Technologies (Insyte) unit. However, BAE said proposed cuts at Insyte were announced last November and the consultation process surrounding those job losses would continue.
12. Facing Leaner Times, Defense Firms Hunt for M&A
Reuters, Sept. 7 - The defense world is bracing for a whirlwind of dealmaking as tighter budgets and new security threats prompt the Pentagon's large contractors to move resources from traditional weapons to cybersecurity and unmanned defense. Top executives of Boeing and Lockheed Martin told the Reuters Aerospace and Defense Summit in Washington that they would make targeted acquisitions to boost offerings in areas of growing demand: cybersecurity or intelligence, surveillance, reconnaissance and unmanned systems. More defense assets are also expected to come up for sale as the Pentagon's cost-cutting drive pressures companies in the industry to make their organizations leaner and sell off units to generate shareholder value, Lockheed Chief Executive Robert Stevens told the Reuters summit on Tuesday.
